High revs help needed in Surrey

I’m doing a school project with a D reg (86/87) SJ. Car's been idle for years while we built new body (Midge) but did not change anything engine-wise. However on starting it revs very high. When taking accelerator wire off its same so its not that. Has something got bunged up due to years of no use (indoors)? Choke? Any help or a visit to South Surrey would be appreciated by school project.

Could just have the choke stuck on, can you not manually close the choke at the Carb?
